In 1990, the Ministry of Education (MOE) initiated the founding of National
Pingtung Institute of Commerce (NPIC) with a view to cultivating
technological talents for national construction, advancing the horizon of
the nation’s technological-professional education, and
balancing regional educational development.
On January 1, 1991, Dr. J.F. Duo, under the invitation of MOE, assumed the
directorship of the Preparatory Office for the construction of NPIC. In
less than six months, the preparatory work had been smoothly and
successfully accomplished against the odds of minimum funding, severely
limited manpower and a tight schedule. It was thanks to the entire staff’s dedication,
sense of responsibility and mission-like zeal that the Institute was
solidly and elegantly built from scratch.
On July 1, 1991, National Pingtung Institute of Commerce was officially
born and established with Dr. Duo appointed to serve as its first
president. In the same year, NPIC was officially accredited by MOE to start
accepting and recruiting students.
During the pioneering months, all because of the effort and cooperation of
Pingtung County Council, Pingtung County Government and the people enthusiastic
about education, the Institute was able to procure in the shortest span of
time 5.8726 hectares of land to add to its original campus of 9.2369
hectares, making it a 15-hectare campus spacious enough to fulfill the
requirements for a new higher learning institution while a solid basis for
future growth and development was also consolidated.
On July 1, 1998, NPIC was upgraded to a degree-awarding, university-level
institute as a result of its distinguished performance over the years.
Currently, specialized programs at the graduate level include Information
Management, Marketing & Logistics Management, Real Estate Management, and
Applied Foreign Languages, in addition to a brand new graduate program in
2004, International Business Studies. There are 13 programs at the
undergraduate, department level, namely International Trade, Business
Administration, Finance & Banking, Accounting, Real Estate Management,
Information Management, Leisure Business Management, Information
Technology, Applied Foreign Languages, Applied Japanese, Translation &
Interpretation, Marketing & Logistics Management, and Commerce
Automation & Management. Meanwhile, a teacher certification program for
secondary school teaching is set up for students interested in seeking a
teaching career at a junior high school, a high school, or a vocational
high school. They will be qualified teachers if completing the credit
requirements and passing the certification exam.
In its relentless pursuit for quality and internationalization, NPIC has in
recent years fully engaged itself in the integration and perfection of its
administrative processes. The efforts have paid off, which is evidenced by
the Institute’s winning of the ISO-9001 certificate for
perfection consecutively in 2000 and 2002. Particularly, NPIC has been
noted for being the first public college in Taiwan that was awarded an
ISO-9001 international certificate in recognition of the Institute’s achievement in
delivering a quality education. In July, 2001, the Institute won an
approval form MOE for promotion to the status of a technological university;
on January 31, 2002, the Executive Yuan sanctioned the preparatory work to
be launched for constructing the university. Having been noted for having
an elegant campus, NPIC is now more determined than ever to construct as
another solemn mission a second campus of 37-hectare, which has been awarded
as a gift from Pingtung County Government, while new graduate programs will
be added to meet more academic challenges ahead.
All in all, NPIC is looking forward with optimism and confidence to
transforming itself into a full-fledged university oriented toward the
integration of commerce and humanities and distinguished for being a
forward-looking, top-notched institution in the 21st century.

* Universal
geometric signs are employed in the emblem to signify the increased
globalization of Taiwan’s
enterprises.
* With the
Chinese character “屏”,
which is the core name of NPIC in Chinese, embodied in the framework, the
emblem impresses the public on the Institute’s geographic location in
Pingtung, the most southern county of Taiwan.
* The
emblem is geometrically shaped like a rectangle whose four sides each
signify one pillar of the school motto but work harmoniously to generate a
solid, harmonious entity.
The emblem, in geometrical sense a
diamond whose shape resembles the bead of a Chinese abacus, symbolizes the
spirit of Chinese Entrepreneurs.
